1. The precise relationship between Colonel and Charlie is that Charlie was a distant relative on the Choctaw side.

When he says the colonel is noblesse by this he means more upscale, known for having plenty of money, and well known by many people because of the clothes that they would wear or maybe even the things they would buy. When he says Charlie is low-down he means that he is most likely not to have the finer things. You would not be able to compare Colonel and Charlie on the same level.
2. Colonel was given the Belle Demoiselles and Charlie was given the block of house because the ownership was based strictly on the rights and interest of De Charleu.
3. I believe that the Colonel wants the block of house because the block had once been very poor but it was becoming valuable.

5. I believe that when it is said that Belle Demoiselles would “break” Charlie in two years this meant that he would be broke in the next two years.
6. Fealty means hist. fidelity to a feudal lord. Charlie shows the Colonel fealty because the two men had a history together. It was not like the two men had just met and they wanted to swap houses.
7. Colonel feels guilty when Charlie finally agrees to swap properties with him because he knows the truth about the house. They have known each other for plenty of years so he felt their was no need to lie to him and swap houses.
